North Korea says a nuclear war on the Korean Peninsula has become a matter of when, not if, as it continued to lash out at a massive joint military exercise between the United States and South Korea involving hundreds of advanced warplanes.

North Korea's official Korean Central News Agency only reported Ri met with Feltman, without providing any information about what they discussed.

Feltman arrived in Pyongyang on Tuesday for a four-day visit.

The North recently launched its most advanced missile to date and the US and South Korea are now holding joint exercises with some of the world's most powerful fighter aircraft. When asked about remarks by Russian Foreign Minister Sergei Lavrov that North Korea wants direct talks with the USA about its security, Nauert said, "As a general matter the issue of direct talks with North Korea is not on the table until they are willing to denuclearize".

North Korea invited Feltman for a "policy dialogue" when Ri was in NY in September for the U.N. General Assembly, according to a U.N. spokesman.

Shortly after the United Nations envoy left Pyongyang for Beijing on Saturday, North Korean media assessed the visit, highlighting the understanding between both sides and insisting that the current crisis in the region is a effect of USA hostility.
