The court said Wednesday that it had "dismissed in its entirety the actions brought by Slovakia and Hungary".

The European Council's decision in September 2015 provided for 120,000 people "in clear need of global protection" to be relocated from Italy and Greece to other EU member states.

Szijjarto said Hungary will continue to put emphasis on the defense of the EU's external borders and said it is time for the European Union to abandon the "unsuccessful" relocation scheme.

"It is time to be united and show full solidarity", he added.

"The existence of those various adjustment mechanisms shows that the relocation mechanism for which the contested decision provides, taken as a whole, enables account to be taken, in a proportionate manner, of the particular situation of each Member State in this regard", the ruling states.

"If relocation were to be strictly conditional upon the existence of cultural or linguistic ties between each applicant for worldwide protection and the Member State of relocation, the distribution of those applicants between all the Member States in accordance with the principle of solidarity laid down by Article 80 TFEU and, consequently, the adoption of a binding relocation mechanism would be impossible", the ruling states.

The EU's top court has rejected a challenge by Hungary, the Czech Republic, Romania and Slovakia to a migrant relocation deal drawn up at the peak of the crisis in 2015.

Hungarian Foreign Minister Peter Szijjarto said "politics has raped European law and values" in response to Wednesday's ruling.

Juncker also noted in his letter that "another form of European solidarity is represented by the EU's regional funds", and that the EU funds that Hungary will be receiving between 2014 and 2020 amount to more than 3 percent of its GDP, a percentage that is higher than for any other EU countries.

#ECJ confirms our view on the migration scheme.

"We should not give in to threats, " he said. All the three countries, partners of Slovakia within the Visegrad Group, are facing legal action from the European Commission. "This decision jeopardises the security and future of all of Europe". Slovakia and Hungary insisted in their lawsuits that the quota mechanism should have been passed unanimously. The government of Hungarian Prime Minister Viktor Orban has taken the stance that Hungary has the right to refuse entry to the primarily Muslim asylum seekers and refugees, claiming they threaten the country's cultural identity.

Since its introduction in September 2015, the quota system has fallen short of reaching its 120,000 target.
