Trackers and biometrics in weapons to eliminate Naxals

The home minister said there is a need to establish specific procedures between state police and central forces for the exchange and use of intelligence. Maintaining that the solution to the Naxal problem did not lie in any "silver bullet", Singh said everyone must analyse the current strategy, thinking, preparation and resources.

The meet will also focus on devising new strategies to ensure rapid development in Left Wing Extremism-affected areas.

The Home Minister further said that 12,000 Indian citizens-2,700 security personnel and 9,300 innocent civilians - had lost their lives in violent activities of the left-wing extremists. "The LWE groups will never succeed in suppressing democracy and development in the country", Singh added.

Stressing the need for pre-emptive action, Singh said: "Should we react only after the attack?"

"It would be advisable to have trackers in weapons, as well as biometrics in smart gun triggers - as a tracker can locate a looted weapon wherever it is taken or used, while biometrics can make a smart gun useless for anyone other than the authorised user".

The Centre on Monday outlined the need for an aggressive and proactive strategy to counter Naxal insurgency.

"There is need to depute shadow intelligence officers to track prominent targets associated with Left Wing Extremism (LWE)", Singh said.

He won't say how much will be set aside for mental health care in the budget. The month of May is used to help people understand how common it is.

Stating that "extremely defensive deployment" may result in a reduction of "operational offensive", Singh emphasised that "states take the ownership of LWE operations and CAPFs cooperate with them fully".

"We need to use high resolution cameras, Global Positioning System, thermal imaging, radar and satellite images. We should have aggression in our thoughts, development, security, infrastructure development", he said, while talking to the media. "At the same time, the force on the ground should not lack leadership".

Under the SRE Scheme, Singh said, reimbursement of security-related expenses such as ex-gratia, transportation, training, honorarium for special police officers etc, was done by the central government in 106 districts of 10 states. To this end, he said a strategic and unified command should be formed - as a first step to which, the command headquarters of the CRPF has been shifted from Kolkata to Chhattisgarh's Raipur.

While additional deployment of CAPF was sought, the statement said some states also sought exemption from payments for CAPF battalions provided by the Central government.

The day-long meeting on Monday is also being attended by the secretaries of the union ministries, besides chief secretaries and police chiefs of Chhattisgarh, Jharkhand, Odisha, West Bengal, Bihar, Maharashtra, Telangana, Uttar Pradesh, Madhya Pradesh and Andhra Pradesh, a Home Ministry statement said.
